new tag rejected

<p>I am prohibited from creating a tag because I am a new user. How many badges or how long must I be on the forum to create a tag?</p> <p>After rejecting the new tag the system refused to accept my post without a tag - and every tag was rejected because I was new. So I canceled. My reputation is about to go down in flames.</p>
