I just want to know, if the Debian package system supports differential updates. This method would decrease bandwidth and save money and time (for the users).

And if such a binary diff exists, is it used by Debian, Ubuntu etc.?

I don't know if Debian's does, but Pardus' pisi does apparently. I imagine if it doing so is a big deal it would imply other don't
